For most other people (non-Tibetans), the statement of "It is difficult to learn Tibetan" is true, however, for those who live close to Tibet, it's entirely possible that it is not difficult for them to learn Tibetan. Hence, "It can be difficult to learn Tibetan." in a different setting. An analogue, John is a good guy (implying he's not difficult) but he can be difficult sometimes.
