逻辑主语不是river .it 可以表示一些不用明说、大家都明白的事务：时间、距离、金钱、天气、气候等。在这儿应该是时间。

当主语较长时用it做形式主语，真的主语移后，翻译时，将真主语提前，再翻译，形式主语不译

it是形式主语 根据语意 说的是清理河流 句子的真正的主与是river 而且前面的having从句应该做主语的伴随状语 而根据意思 这个从句所修饰的只能是river

楼主的想法是对的，to clean up the river是真正的主语，但这么长的主语放在句子的前面，这种句式结构不好，所以就用it代替它做形式主语，真正的主语后置。
