这里whoever同时也是后面need的主语,所以至能用whoever

这个句子表面上看来to 缺宾语,但后面的needs也缺主语,而这时一定要用主语的那个,因为to后面的宾语就是后面的整个句子(宾语从句),而我跟学生说的更简单点的就是说宾语可以省略而主语不可省(当然这在语法角度上是没有这种说法的,只能从形式上)
